EFFECTIVE AND SUSTAINABLE INCUSIVE NON-FORMAL EDUCATION CLASSES FOR PERSONS WITH DISABILITIES

The right to education is legally recognised national and internationally. This recognises the need for all people to have basic education irrespective of the age, physical or intellectual limitations.

The provision of non-formal education in Ghana has been the responsibility of the Non-Formal Education Division (NFED) of the Ministry of Education (MOE).

The division is headed by an Executive Director who is supported by three divisional directors who are in charge of the following three main divisions: Logistics, Materials Development and Research and Monitoring. Each of the ten regions in Ghana has a regional head of the NFED who is supported by four regional coordinators. There is a replication of the regional structure in all the 216 districts in the country. At the community level are the supervisors who live with the participants in their various communities. Each supervisor is responsible for zones with each zone having a number of classes.

The Presbyterian Community Based Rehabilitation Programme – Sandema, aim at promoting and strengthening a holistic inclusive development in its geographical operational area. To achieve this PCBR thematic approach include; health, education, livelihood, social and empowerment (Advocacy). The programme in 1991 initiated a project in collaboration with the Builsa District NFED to provide basic literacy classes to persons with disabilities in Sandema who are above school going age. This project made a huge impact to persons with disabilities in terms of basic numeracy and reading. A product of these classes is now working with Ghana Education Service as a class room teacher.

In 2015, the programme with its collaborators again designed a more sustainable project aim at ensuring the effective inclusion of persons with disabilities in the classes of NFED in 2 year period. This project seeks to empower the facilitators and supervisors of the NFED classes on how to effectively handle PWDS in classes. The strategic use is very innovative and sustainable. Each class is manage by two facilitators one a disabled person from the DPO who had successfully underwent non-formal education and a zonal NFED facilitator. This ensures that they complement each other efforts, the persons with disability make sure that the lessons are prepared and delivered taking into consideration the weaknesses and strengths of persons with disabilities. Whilst the zonal NFED facilitator ensures that lessons are properly planned and delivered. This empowers both facilitators as the PWDs build his/her capacity on how to planned and delivered lessons effectively and efficiently, the NFED learn how to effectively handle persons with disabilities in a classroom. The project is jointly monitored by the field officer of CBR and that of the District NFED.

Also, this project is aim at developing their communication abilities in Basic English of participants of the classes.

The project targets to reach 150 PWDs in the District.

A capacity building workshop was organized for the facilitators and supervisors before the starts of the project.
